|  Infrastructure Master Plan 10 Year Infrastructure Master Plan Capital Improvement Projects
The Board of Directors approved the District's 10 Year Master Plan in 2009.
The Master Plan covers:
- Potable Water Supply and Distribution System
- Wastewater Collection Treatment System
- Recycled Water Supply and Distribution System
Long-Term Water Supply Plan
A critical section of the Master Plan addresses the District’s long-term plan toward "water independence." Currently, the District is primarily reliant on imported water from Northern California and the Colorado River for its drinking water supply. These water supplies are limited due to drought, population growth and pumping restrictions. They are not expected to increase, but rather decrease over time. The District’s 10-Year Plan in this area is:
- 2009: 10% groundwater / 10% recycled water / 80% imported
- 2012: 20% groundwater / 10% recycled water / 70% imported
- 2019: 20% groundwater / 15% recycled water / 30% ocean desalination / 35% imported
