Strategic Plan
The Strategic Plan outlines a comprehensive path for the District to meet and surpass quality standards, establish fair rates, develop local water sources, ensure customer satisfaction, and promote water conservation education and practices; all while adhering to federal, state and local agency requirements.

With the assistance of an outside consultant on industry trends and best practices, the District was able to develop this plan by drawing on several resources such as the demographics, needs, and concerns of our customers, residential and commercial, as well as by accessing our assets, service, facilities, strengths and our weaknesses.

In 2006-2007, the Board of Directors reviewed the five-year plan for needed updates or changes, especially pertaining to the District’s services and priorities which had shifted over time. Having met many of the priorities outlined in the original plan, it was time to enact revisions that would focus on more current and pressing issues, such as developing local water sources, rehabilitating sewer tunnels, increasing our capacity for water storage, and developing our San Juan Creek property to the best benefit of our customers. The Board adopted the revisions on April 26, 2007.
