2010 Urban Water Management Plan

Project Summary:

South Coast Water District's 2010 Urban Water Management Plan outlines how the District will provide customers with a reliable supply of drinking water for the next 30 years. The state requires the District to update this plan every five years.

Currently, 80% of the water needed in our service area is imported from the Colorado River and northern California through the Metropolitan Water District of Southern California. The balance of the water we need comes from two local sources:

  • The District's Groundwater Recovery Facility in the City of Dana Point near San Juan Creek. This facility pumps raw well-water from the San Juan Groundwater Basin and uses state-of-the-art reverse osmosis technology to produce potable water. This source of local drinking water represents about 10% of the District's total water supply.
  • The Advanced Wastewater Treatment Facility in Laguna Canyon near Aliso Creek. This facility takes treated wastewater from the Coastal Treatment Plant and further disinfects it to produce recycled water for local irrigation. This source of irrigation water represents about 10% of the District's total water supply. Golf courses, hotels, homeowners associations, parks and schools are among the customers who use it for landscape irrigation.

Project Goals:

  • Ensure Effective Water Supply Management – in our service area. Developing a comprehensive urban water plan helps the District effectively manage one of our most precious and scarce resources. The District’s water plan details its "portfolio approach" to ensure sufficient water supplies now and in the future. The portfolio approach balances efforts to develop local water sources with efforts to reduce consumption.
  • Support Effective Water Supply Management – region-wide. The information in South Coast Water District's draft 2010 Urban Water Management Plan will be incorporated into the comprehensive regional water plans of the Municipal Water District of Orange County and the Metropolitan Water District of Southern California.
