Duties

  • The Board of Directors has oversight over South Coast Water District and appoints the General Manager to handle day-to-day operations.
  • The directors have the power to set water and sewer rates, establish ordinances and policies, and to approve the maintenance and construction of necessary infrastructure repairs and replacement.
  • The Board President also appoints directors to represent the District on key external agencies and commissions in the region.

The terms for the Board of Directors last four years. At that time, you are invited to participate in voting for board members in conjunction with other local and state elections during the biennial autumnal voting season at your regularly scheduled polling places. Biographies

President Wayne Rayfield
Wayne Rayfield has lived in Dana Point (Monarch Beach) for 16 years and is a long-standing water quality advocate.

In 1998, he was elected to the Dana Point City Council, re-elected in 2002, and served as Mayor in 2005. He was elected to the South Coast Water District Board in 2008 and his current term ends in 2012.

Governor Schwarzenegger appointed Rayfield to the San Diego Regional Water Quality Control Board in 2007.

Rayfield also serves as Chairman of the Board of Directors for the Ocean Institute.

He retired from the World Bank in Washington, D.C. after 23 years and had directed the Bank’s information and technology activities. Prior to that, he was on the faculty of the University of Wisconsin and directed the University’s Computing Center.

He is a graduate of Lehigh University and has a degree in Engineering Geophysics. He and his wife moved to Dana Point permanently in 1994; they have six children and 12 grandchildren.


Vice President Ingrid McGuire
Ingrid McGuire has been a resident of Dana Point (Monarch Beach) since 1979 and has taken an active part in the life of the community.

McGuire was a strong advocate for the formation of the City of Dana Point. She served on Dana Point’s first City Council, following incorporation of the City in 1989, and was Mayor in 2000.

McGuire was elected to the South Coast Water District Board in 2004 and 2008 and served as Vice President two previous times. Her current term ends in 2012.

She is the past President of the Monarch Bay Terrace Property Owners’ Association, the Dana Point Women’s Club, and the Friends of the Dana Point Library. She is also a member of the Dana Point Historical Society and Las Buenas Amigas.  She was a charter member of the Women’s Advisory Council for the South Coast Medical Center.

She came to the United States from Austria as a Fulbright Scholar, earned her Bachelor of Arts with a major in Chemistry from Ohio State University, and worked in the field of chemical research.


Director Richard Gardner
Richard Gardner has lived in Dana Point (Capistrano Beach) since 1975 and has served a total of 14 years on local water boards.

Gardner was elected to the Capistrano Beach Water District board in 1996. Three years later, he was appointed to the interim South Coast Water District board, following its consolidation with the Capistrano Beach Water District and the Dana Point Sanitary District.

In 2000, he was elected to the South Coast Water District board and served as Vice President in 2010. His current term ends in 2012.
Gardner has worked for several engineering consulting firms and is a graduate of the University of California, Santa Barbara, with a degree in Mathematics.

He has three children and three grandchildren.


Director Robert Moore
Robert Moore has been a resident of Dana Point (Monarch Beach) for over 30 years and recognized for his community activities.

He has been a director of South Coast Water District for a total of 14 years. He has served as board president and vice president. His current term ends in 2014.

Moore has 40 years of sales and marketing experience, held executive positions, owned a business and worked 10 years as a consultant to firms and executives. During World War II, he served as a Chief Petty Officer in the U.S. Navy.

Moore was “Dana Point Citizen of the Year” in 2000 and the Historical Society’s “Founder’s Day” honoree in 2006.

His community work includes Citizens on Patrol, Volunteer Probation Officer for Orange County, director of Neighborhood Watch Monarch Bay Terrace, board member of the Historical Society and the Dana Point Earth/Ocean Society, Commander of VFW Post #9934 and American Legion Post #222.


Director Richard Runge
Richard Runge has lived in Dana Point since 1970 and had a distinguished career as a licensed professional civil engineer for the County. He has served 27 years on local water and sewer boards.

His first elected position was on the Dana Point Sanitary District board in 1981. He served there for 18 consecutive years, including terms as board president. In 1999, when the Dana Point Sanitary District and Capistrano Beach Water District merged into South Coast Water District, the Local Agency Formation Commission appointed Runge president of the interim board.

Runge was elected to the South Coast Water District board in 2000 and served as board president three times. His current term ends in 2014.

Runge worked 36 years as a civil engineer for the County of Orange on large-scale flood control projects and water and sewer facilities. The Army Corps of Engineers recognized him for his work on the $1.4 billion Santa Ana River flood control project.

Runge holds a Bachelor of Science in engineering from California State University, Long Beach. He and his wife live near Dana Hills High School, which his two daughters attended. He has six grandchildren.
