Construction contracts for capital improvement projects and major maintenance activities are awarded to contractors using the Invitation to Bid/ sealed bidding process, in accordance with the District’s Procurement Policy and applicable codes, statutes and regulations. Only contractors who have been prequalified by the District and are currently listed on the District’s Prequalified Contractors List are eligible to bid on District construction contracts.

Prequalified Contractors List

Each May, the District’s accepts prequalification application packages from interested contractors. We have two application packages: one for projects over $100,000 and a second for projects under $100,000. The second package is most often used by contractors interested in performing service connection hook-ups for residential or development customers. The District also may issue a prequalification application package along with an Invitation to Bid to specialty contractors.

Qualified contractors remain on the District’s Prequalified Contractors List for two years barring any issues with poor performance or safety violations.

Payment and Performance Bonds are required for all construction projects over $25,000.00.
