South Coast Water District (District) owns and operates Lift Station No. 2 (LS2) located on Country Club Drive in the City of Laguna Beach. LS2 is a reinforced concrete wet well and dry well sewage lift station. Access to the drywell from the MCC and motor floor is provided by a stairway. LS2 has a current pumping range of approximately 950 gpm to 3200 gpm and conveys raw sewage to the South Orange County Wastewater Authority (SOCWA) Coastal Treatment Plant via a 16-inch diameter HDPE force main that is over a mile in length, which generally runs parallel to Aliso Creek.
SCWD has continually maintained and improved LS2 (adding redundant/standby equipment, bypass facilities, etc.) over the years to increase reliability and mitigate station failures and interruptions, which could lead to a sewage overflow and spill. However, LS2 was constructed during the early to middle 1950s and needs major repair and modernization. The current lift station facility has been exposed to hydrogen sulfide (H2S) for over 60 years and equipment are at the end of their useful lives with spare parts becoming hard to find. Additionally, the removal of pumps from service, for maintenance and repair, is a difficult task due to the need to remove a portion of the stairs, the pump motor, and the extended pump shaft prior to being able to access the pump/impeller for removal and repair. The LS2 building does not allow for automatic mechanical lifting of the pump motor, shaft and impeller, which makes routine maintenance activities even more difficult.
Construction will be limited to Monday through Friday between 7:30am and 6:00pm in compliance with the City of Laguna Beach’s Municipal Code.
The District’s Environmental Consultant will be on site during construction to ensure the Contractor is following the requirements of the project specific Initial Study and Environmental Checklist.
The cost of the project is estimated to be $20 million dollars.
Construction will begin in the fall of 2021 and is estimated to be complete in early summer 2024.
